ARIZONA EASTERN

Location and general description of property.—The railroad of Arizona Eastern Railroad Company, herein called the Arizona Eastern, is a single-track, standard-gage, steam railroad located in the southern part of Arizona. The owned mileage is in three disconnected sections, viz., Maricopa northerly and westerly via Phoenix to Hassayampa, Ariz., a distance of 74.159 miles; Bowie northerly via Globe to Live Oak, Ariz., 136.083 miles, and Cochise southerly to Black Knob, Ariz., 28.936 miles. The section last-mentioned is included in the mileage statement below as a branch line. In addition to its owned mileage the Arizona Eastern operates, under lease, the property of the Phoenix & Eastern Railroad Company, herein called the Phoenix & Eastern.


PHOENIX & EASTERN

Location and general description of property.—The railroad of Phoenix & Eastern Railroad Company, herein called the Phoenix & Eastern is a single-track, standard-gage, steam railroad located in the south-central part of Arizona. The owned mileage extends southeasterly in detached sections from Phoenix to Winkelman, a distance of 91.893 miles. The Phoenix & Eastern also owns yard and sidetracks totaling 10.036 miles. Its road thus embraces 101.929 miles of all tracks owned.


Corporate history.—The Phoenix & Eastern was incorporated on August 31, 1901, under the general laws of the then Territory of Arizona, for a period of 50 years. The declared purpose of incorporation was to construct, maintain, and operate a railroad and telegraph line extending from Phoenix southeasterly to Benson, Ariz., a distance of approximately 185 miles. The plan was not fully carried out, as the line was not constructed beyond Winkelman. F. M. Murphy and six other individuals were the incorporators, who apparently acted directly in the interest of the Santa Fe, Prescott and Phoenix Railroad Company and indirectly for the benefit of The Atchison, Topeka and Santa Fe Railway Company.

The Phoenix & Eastern is controlled through stock ownership by the Southern Pacific Company and has been leased and operated by the Arizona Eastern since March 1, 1910. Its principal office is located at Tucson, Ariz.

DEVELOPMENT OF FIXED PHYSICAL PROPERTY

Of the road owned by the Arizona Eastern, 242.04 miles were acquired from predecessor companies as a result of consolidation and 67 miles by subsequent construction and extension. Of the 242.04 miles, 2.14 miles were acquired from the Arizona Eastern Railroad Company (of 1904), comprising 1.37 miles Winkelman to Christmas and 0.77 mile taking the place of track abandoned by the Phoenix & Eastern between Erman and Branaman; 133.92 miles from the Gila Valley, Globe and Northern Railway Company, Bowie to Miami; 45.84 miles from The Maricopa and Phoenix Railroad Company (of 1907), comprising 34.93 miles Maricopa to Phoenix, 8.33 miles Tempe to Mesa, and 2.58 miles Hansen Junction to Kyrene; and 60.14 miles from the Arizona and Colorado Railroad Company, extending from Cochise to end of track south of Kelton, and to Gleeson.

In addition to the mileage acquired in the consolidation, the results of extensive surreys made by constituent corporations in Arizona and New Mexico were also acquired. These surveys had reached the stage of marking out permanent locations, but it was decided to postpone the work indefinitely and no construction work has been done.

Of the line between Hansen Junction and Kyrene, acquired from The Maricopa and Phoenix Railroad Company (of 1907), 2.58 miles has been classified as "other tracks."

On June 1, 1910, the Arizona Eastern acquired by purchase all of the properties, rights, immunities, and franchises of the Phoenix and Buckeye Railway Company. The latter had been incorporated on March 29, 1909, under the laws of the then Territory of Arizona, for the purpose of building and operating a line of railroad between Phoenix and Arlington, Ariz., about 50 miles. The property acquired by the Arizona Eastern consisted of the franchise granted to the Phoenix and Buckeye Railway Company, some right-of-way, surveys, and some notes receivable covering amounts donated by various individuals and companies to aid in building the road. Its charter authorized the construction of a road which coincided with that described in the charter of the Phoenix and Buckeye Railway Company. After the Arizona Eastern had acquired the rights, property, and franchises of the Phoenix and Buckeye Railway Company, the latter's charter was allowed to lapse and the road was constructed under the charter of the Arizona Eastern.

The 67 miles of road constructed by the Arizona Eastern was put in operation on the following dates: A. C. Junction to Amster 4.88 miles, June 1, 1910; Phoenix to Hassayampa, 39.22 miles, July 25, 1910; Winkelman to Christmas, 6.35 miles, June 1, 1911; junction with Ray & Gila Valley Railroad Company to a point near Winkelman, 2.49 miles, August 1, 1911; Chandler Junction to Casaba, 11.91 miles, September 21, 1911; and Miami to Live Oak, 2.15 miles, September 1, 1913.

The construction program carried out by the Arizona Eastern consisted of completing extensions begun by predecessor companies, building other extensions, and improving the property as a whole. The greater part of the grading on extensions was done by contractors, but most of the other work was done by the carrier with its own forces.

DEVELOPMENT OF FIXED PHYSICAL PROPERTY

The entire road was constructed by forces of the Santa Fe, Prescott and Phoenix Railroad Company with the exception of the grading, which was done by Grant Brothers. The work was begun in November, 1902, in the name of the Phoenix & Eastern, and was so continued until May 31, 1904. At that date all construction charges were transferred to the books of the Santa Fe, Prescott and Phoenix Railroad Company and subsequent expenditures were made in the name of that company. The road was opened in sections as follows: Phoenix to Mesa, 14 miles, June 1, 1903; Mesa to Florence, 37 miles, February 1, 1904; Florence to Ray Junction, 28 miles, July 10, 1904; and Ray Junction to Winkelman, 16.26 miles, September 28, 1904. Subsequently, 2.50 miles of line were abandoned and not replaced, 0.95 mile was transferred from use as main line to siding purposes, and 0.05 mile was added on account of line changes, with the net result that the recorded mileage of main line owned on date of valuation was reduced to 91.86.

The Santa Fe, Prescott and Phoenix Railroad Company turned the property over to the Phoenix & Eastern as of March 13, 1907. The property received did not include equipment, which was acquired through subsequent purchases.
