Question

I have been editing Wikipedia and Wikiquote as the user Just A Regular New Yorker (talk · contribs). However, I have forgotten my old account password, and I do not have an email associated with that account, so I made this new account. Is this considered sockpuppetry? If so, what should I do instead?

You should list your old account on your user page to help explain the history.
You've been editing constructively since you were unblocked last time, so please keep it up. A user who is not blocked is generally allowed to create a new account and, as in your case, if the old account is abandoned and never used again, none of the problems of sockpuppetry or abuse of multiple accounts can arise. — jmcgnh(talk) (contribs) 02:28, 11 October 2018 (UTC)

Canvassing

Thanks for the invite, but that's not a topic I know anything about, or feel that I can usefully contribute to.

There's also a policy WP:CANVASS which is quite strongly against this sort of bulk posting to drum up support. It's particularly in relation to discussions which approach being votes (and so depend on the number of supporters), but even for general editing, WP is against this approach.

You might do better engaging with the relevant projects, such as WP:WikiProject Judaism, and posting more general invitations or discussion topics, not aimed at specific editors. Good luck with it Andy Dingley (talk) 10:09, 5 November 2018 (UTC)

@Andy Dingley:I was simply asking for help from users that had posted to the talk page of WikiProject Judaism. I wasn’t aware this was a violation of policy. I have reviewed the policy page you showed me, and I believe my post was in full compliance. It is perfectly acceptable to ask multiple users to collaborate to improve an article.
