In the case of BOL, you may not have known about it because online visas have only recently been created. (Citizens of all country can apply for this.) This is also explained in "TIMATIC". I never said that an online visa is an e-Visa. However, since Online is also an electronic process, the color must be changed. There is no rule that says only e-Visas are turquoise.
