While by necessity occasionally including details and personalities important to individual civil wars, the portal will be intended more primarily to compare and contrast civil wars over history for recurring theme, cause, aftermath, and legacy over history. For eligibility to appear on the portal, selected content should always belong in the Category:Civil wars or a subcategory, the List of civil wars, or as a subject, figure prominently in an article which does belong in one of the two designated sources.

Only needs to be written once, but may provoke controversy, depending on the wording. It's probably safest to pull a stable version of the lead section from your base article for this.

A civil war is a war in which parties within the same culture, society or nationality fight against each other for the control of political power. Some civil wars are categorized as revolutions when major societal restructuring is a possible outcome of the conflict. An insurgency, whether successful or not, is likely to be classified as a civil war by some historians if, and only if, organized armies fight conventional battles. Other historians state the criterion for a civil war is that there must be prolonged violence between organized factions or defined regions of a country (conventionally fought or not). Ultimately the distinction between a "civil war" and a "revolution" or any other name may be arbitrary, and is determined by usage. However, the distinction between a "civil war" and "revolution" can be recognizable.

This'll need to be maintained by hand, but the rate at which you need to update things is mostly up to you. If you list a bunch of obscure articles that need to be created, for example, it's unlikely that the list will need to change all that often. The Wikipedia:WikiProject Military history may be able to help significantly with this.
