I agree. I prefer the format of "Vilayet of X", but hesitated to chose it, because I saw titles of other article related with vilayet. Actually the format of "Vilayet of X" is major in sources. Takabeg (talk) 23:07, 7 August 2011 (UTC)

So is this really the most common English translation? It seems pretty infelicitous, given that the "White Sea" was the Mediterranean, not the Aegean, and the province included Cyprus. — LlywelynII 19:28, 31 August 2011 (UTC)

Fwiw, "Vilayet of the Islands of the White Sea" -Llc returns 23 results, including ones from the period. — LlywelynII 19:31, 31 August 2011 (UTC)
