Pussy Riot

I added an entry regarding the re-forming of the Cossacks under the Russian Federation and the return of this whip. I also added reference to the attack on Pussy Riot using this whip. The picture in the washington post article shows the whip used - Kossacks are noted there and in the modern article as using their traditional whip.
