The article Diskspd has been proposed for deletion because of the following concern:

no indication of notability

Un-proposing for deletion, as software is considered notable, please see references[1][2][3]. Not sure how reliable Microsoft Reasearch is to be used as a sited reference. Also see number of GitHub stars[4] and number of downloads (49000 +)[5].

Yes - two of the above sources are from Microsoft themself, which makes the sources alone less reliable. But in combination with the GitHub stars, the book and the publication, I believe it shows notability and significance. Also, I'm not sure how to indicate this as significance in article (siting the above references), assistance is appreciated.
