Image source is questionable Under the Halifax Regional Municipality administrative order 19 the coat of arm cannot be used outside corporate use without Halifax regional councils permission [1]

Regardless of what the council has declared its use here falls under Canadian copyright law#Fair Dealing which allows for the use of copyrighted images such as the COA for educational purposes.
